American energy politics has arrived at a contradiction it has not yet learned to hold.

Electricity bills are climbing and the public has noticed, which has made affordability the sharpest populist instrument available to anyone willing to pick it up. Yet the country needs new capacity on a scale and timeline it has not attempted in two generations, or it forfeits its position in AI and in industry.

Each argument, made carelessly, disarms the other. The reconciliation is not happening in Washington. It is happening in statehouses, where governors are being asked to approve generation, set the terms for the companies coming to consume it and answer to ratepayers for all of it. Illinois has reopened the state to new nuclear, set a 2 GW target by executive order and is now working out how to put real projects in the ground without handing the bill to ratepayers.
